Chop 5 tomatoes, garlic, and chili, and sauté in olive oil for about 5 minutes. Add grated apple, spices, and herbs, and simmer for another 5 minutes.

Submerge the garlic heads in the rice, sprinkle with the remaining cumin, and cook over medium heat until the water is absorbed. If the rice is still undercooked, add more water and continue cooking. Let the pilaf rest for about 40 minutes under a lid.
